How withholding tax is calculated

Multiply the gross amount by the rate for the type of payment. The rate depends on what is being paid for, who is being paid (company, individual or AOP) and whether they are on the Active Taxpayers’ List.

Tax withheld = gross amount × rate for the payment and the recipient’s ATL status

For property purchases under section 236K, the non-filer rate depends on the property’s value, and the rate for its band applies to the whole value. A PKR 60,000,000 property is in the PKR 50–100M band: a non-filer pays 14.5%, PKR 8,700,000, against PKR 750,000 for a filer.

Worked examples

  • A company pays a supplier company PKR 2,000,000 for goods. It withholds PKR 100,000 (5%) if the supplier is on the ATL, or PKR 200,000 (10%) if not.
  • A business pays PKR 500,000 for a service not listed separately in the law. It withholds PKR 70,000 (14%) from a filer or PKR 140,000 (28%) from a non-filer.

Frequently asked questions

What is withholding tax?

Withholding tax is income tax that the payer deducts from a payment and deposits with FBR on the recipient’s behalf, for example a company paying a supplier or a bank paying profit. Some of it is adjusted against the recipient’s tax liability when they file their return; some is a final or minimum tax.

Why do non-filers pay more?

Rule 1 of the Tenth Schedule to the Income Tax Ordinance raises most withholding rates for people not on FBR’s Active Taxpayers’ List, usually to double the filer rate. Property purchases and sales, cash withdrawals and a few others have their own non-filer rates, shown in the table on this page.

How do I become a filer?

File your income tax return. Your name then appears on FBR’s Active Taxpayers’ List and payers must apply the filer rate. If you don’t have an NTN yet, you register first.

Can I get withholding tax back?

Where the tax is adjustable, it counts towards the tax you owe for the year when you file your return, and any excess can be claimed as a refund. Final and minimum taxes cannot be refunded. The section of the law the deduction was made under decides which applies.

Which tax year do these rates apply to?

The rates are for Tax Year 2027 (1 July 2026 – 30 June 2027), as set by the Finance Act 2026 and published in FBR’s withholding tax rate card.
