How the comparison works

For each transaction, the calculator applies the filer and non-filer rates from FBR’s withholding tax rate card for Tax Year 2027 (1 July 2026 – 30 June 2027) and adds them up for the year. Cash withdrawals are worked out per day, because section 231AB looks at the total withdrawn in a day.

Extra cost = Σ amount × (non-filer rate − filer rate)

Frequently asked questions

What is the difference between a filer and a non-filer?

A filer is a person whose name is on FBR’s Active Taxpayers’ List (ATL), which you join by filing your income tax return. Everyone else pays the higher non-filer rates whenever tax is withheld or collected from them.

Do filers pay tax on cash withdrawals?

No. Under section 231AB, banks collect 0.8% only from people not on the ATL, and only when their cash withdrawals for the day add up to more than PKR 50,000.

How do I become a filer?

Register for an NTN if you don’t have one, then file your income tax return for the latest tax year. Once your name appears on the Active Taxpayers’ List, banks, registrars and payers must charge you the filer rate.

Is the extra tax a non-filer pays refundable?

Much of it is adjustable against the tax you owe when you eventually file, but only once you file. Some deductions are final taxes that cannot be adjusted later, so the extra paid on those is not recovered.
